Capital gains tax on investment property; solar help for renters and homeowners

Labour says it will put a 28% tax on profits from selling investment properties (not the family home) from July 2027. It also has a SolarSaver programme to help homeowners and renters get solar panels without paying the full cost upfront. These are the main housing-related policies in the text provided.

What they say they'll do

  • 28% capital gains tax on profits from selling investment property, excluding the family home
  • Tax applies only to gains made after 1 July 2027 and only when the property is sold
  • All revenue from the capital gains tax is ring-fenced for health funding
  • SolarSaver scheme to help homeowners and renters access solar without upfront costs
  • SolarSaver includes subsidies and loan schemes, up and running within 12 months of taking office

Who this affects

Investment property owners
They would pay a 28% tax on any profit from selling an investment property, but only on gains made after 1 July 2027.
Renters
Labour says renters would be able to access solar power without paying upfront costs through the SolarSaver scheme.
Homeowners
The family home is excluded from the capital gains tax, and homeowners can also access the SolarSaver solar scheme.

In their own words

“A simple, targeted 28% tax on profit from selling investment property after 1 July 2027. Nine in 10 New Zealanders won't pay it.”
“Labour's SolarSaver is a fully-funded program to help homeowners, renters and communities get solar without the upfront cost.”
“Every dollar raised is ring-fenced for health. Nine out of 10 New Zealanders will not pay the tax.”

In depth — from Labour’s policy document

Targeted capital gains tax on property

Labour proposes a 28 percent tax on the profit made when a commercial or residential property is sold, excluding the family home. It applies only to gains made after 1 July 2027 — any increase in value before that date is not taxed — and is generally paid at the point of sale. The party says all revenue would be ring-fenced for health, funding three free GP visits a year for everyone.
